- Preheat your oven to 350°F (175°C) and prepare a 12-cup muffin pan with liners and nonstick spray.
- In a large bowl, whisk together brown sugar, eggs, milk, oil, vanilla, and vinegar until smooth.
- Sift in flour, cocoa powder, baking powder, baking soda, and salt. Mix gently until no dry spots remain.
- Fold dry ingredients into wet mixture, then gently fold in chocolate chips.
- Fill each muffin cup to the top with batter and sprinkle coarse sugar on top if desired.
