Step-by-Step Instructions
  1. Cook the Penne Pasta in salted boiling water until al dente, about 9-11 minutes. Reserve 1 cup of pasta water, drain, and set aside.
  2. In a skillet, melt butter and sauté minced garlic until golden. Stir in goat cheese and half and half, whisking until smooth.
  3. Fold in the cooked pasta and ½ cup of reserved pasta water, stirring until well coated.
  4. Mix in basil, lemon juice and zest, and season with salt and pepper. Fold in Parmesan until melted.
  5. Serve warm and garnish with chopped parsley and additional Parmesan if desired.
