- In a large mixing bowl, combine ground beef (or turkey) with garlic powder, onion powder, salt, and black pepper. Mix until evenly seasoned.
- If desired, brown the meat in a skillet for 5-7 minutes. Transfer the browned meat to the crockpot.
- In the crockpot, add elbow macaroni, kidney beans, black beans, diced tomatoes, chili with beans, beef broth, and chili seasoning mix. Stir well to combine.
- Cover and cook on low for 4 hours, stirring occasionally until macaroni is tender.
- In the last 15 minutes, add shredded cheddar and mozzarella cheese. Cover to allow cheese to melt.
- Stir at the end and serve hot, garnished with green onions or desired toppings.
