- In a large pot, heat over medium heat and add the ground beef. Cook for about 8-10 minutes until browned and fully cooked, breaking it apart. Drain excess fat.
- Add chopped onion and minced garlic to the pot. Cook for 2-3 minutes until the onion becomes translucent.
- Stir in diced tomatoes, tomato sauce, salt, pepper, paprika, and sugar. Simmer for 3-4 minutes.
- Pour in the beef broth and add the bay leaf. Bring the mixture to a gentle boil, then reduce heat to simmer for 5 minutes.
- Add chopped green cabbage to the pot. Cover and simmer for 25-30 minutes until the cabbage is tender.
- Once the cabbage is tender, add the pre-cooked white rice. Simmer uncovered for an additional 5-10 minutes.
- Taste and adjust the seasoning. Remove the bay leaf and serve hot, garnished with fresh parsley.
