- Slice round steak thinly against the grain. Chop bell peppers and onion into bite-sized pieces. Set aside.
- Combine soy sauce, corn starch, sugar, garlic powder, ground ginger, salt, and pepper in a bowl. Add marinade to the steak, mix well, and marinate for preferably 30 minutes.
- Prepare the glaze by mixing soy sauce, corn starch, and sugar in a small bowl until smooth. Set aside.
- Heat vegetable oil in a skillet over medium-high heat. Sauté onions and bell peppers for 3-5 minutes until tender. Transfer to a plate.
- In the same skillet, add remaining oil and increase heat. Add marinated steak and sear for 5-7 minutes until browned.
- Reduce heat, return vegetables to the skillet, and pour glaze over the mixture. Stir gently and cook for 1-2 minutes until the glaze thickens.
- Serve the pepper steak over rice, enjoying it hot with colorful vegetables and a glossy glaze.
